Reviewed August 28, 2026. The China Islamic Association (C.I.A.) is the national Islamic religious organization based in Beijing. It is an institution, not a tour desk or a universal booking office for every mosque. This guide explains its verified history and functions, then shows travelers how to confirm local contacts without relying on the old page's undated telephone list. For wider context, read the modern history of Islam in China.
The association's official introduction records that Muslim leaders began preparations in Beijing in July 1952 and formally established the organization on May 11, 1953. Its current constitution describes a nationwide nonprofit religious group and religious-affairs organization, supervised within China's legal and administrative framework. Those are more reliable descriptions than the old transliteration-heavy definition.
Current role and governance
The association's national congress and constitution set its organizational framework. Its work includes religious-affairs guidance, education and training, research and publications, public-interest activity, liaison with regional associations, Hajj-related organization and international exchange. National responsibilities do not mean that it controls every daily visitor decision: an individual mosque's management committee arranges its services, capacity, photography and access within applicable rules.

Core work in practice
1. Legal and policy liaison: religious groups help communicate current laws and policies, safeguard lawful interests and guide religious affairs. Travelers should use this framework to understand why access or event arrangements can differ by registered venue and date.
2. Religious guidance and internal standards: the association issues or maintains rules concerning clerical personnel, mosques and religious education. Historical summaries are useful background, but the current constitution and published measures take priority.
3. Education and training: the association operates the China Islamic Institute and supports the training of religious personnel. A visitor should not interpret a mosque, school or institute as an unrestricted tourist attraction; request permission from the responsible institution.
4. Scholarship and interpretation: it researches Islamic history and culture in China and publishes teaching or interpretive material. The China philosophy and religion guide helps place Islam beside China's other major belief traditions without treating any community as a sightseeing performance.
5. Publications and information: official channels include the association website and China Muslim magazine. Use a dated notice, not a copied directory, to confirm calendars, public events and organizational statements.
6. Regional liaison: provincial and local Islamic associations address matters within their own jurisdiction. For a mosque visit, start with the mosque or city-level association; escalate to a provincial or national body only when the question truly belongs there.
7. Community and public-interest work: local examples include charity, educational and festival activities. Participation, observation and photography are different permissions; never assume an activity advertised to worshippers is open to tourists.
8. Hajj services: official materials describe national arrangements for eligible Chinese pilgrims. This role does not make the association a visa agent for overseas tourists or a substitute for Saudi and Chinese consular requirements.
9. Exchange and cooperation: the association maintains international religious contacts. Foreign visitors may attend activities at registered religious venues under Chinese rules, but may not establish organizations, proselytize or conduct unauthorized religious work. Use the China mosque guide to plan an ordinary respectful visit.
Use the association's current website for its constitution, annual Islamic calendar, notices and official statements. English-language coverage may be less complete than Chinese coverage. Translate the specific dated notice when necessary, and verify time-sensitive matters directly with the relevant venue or association before travel.
